A comparative study on the politics of occupational disease focusing on pneumoconiosis in Britain and South Korea

Abstract
The objective of this thesis is to explore the occurrence, discovery and compensation of pneumoconiosis in Britain and Korea in terms of social policy and welfare politics of occupational disease for pneumoconiosis patients. Korean welfare system apart from industrial injuries schemes is limited and residual while British one is relatively institutional. Thus, the Korean pneumoconiosis patients strongly want to remain under caring of the Industrial Accident Compensation Insurance Act and the Act on the Prevention of Pneumoconiosis and Protection, Etc., of Pneumoconiosis Workers. Regarding welfare politics, the differences is in role of trade unions. In Britain, the unions have substantially represented and are still representing mineworkers and pneumoconiosis patients whereas in South Korea, the unions have supported the Government, even employers and do not represent the interest of pneumoconiosis patients. Therefore, pneumoconiosis patients created their own organizations in South Korea and the main politics in Korea is subjected to pressure group politics compared to class politics in Britain. Likewise, the poverty of welfare politics in Korea results in distrust toward welfare system and actors.
